I checked in a first working version. I have to do some scalability
tests, but it runs fine on a single machine with 20 or so cores. You
get the normal background/posix/many-files as before if you change
nothing and you enable the new functionality by setting
    set Number of grouped files = 1

You obviously need to update deal.II for the code to compile: r25195.
