Renamed this project from "babel" to "spike", for a number of reasons: 
1) there is already project named "Babel" at LLNL with similar goals (*);
2) my goals for this project have become more narrow/focused;
3) I only have enough time to do one thing.

(*) Of course, they are doing it the wrong way.  IDL files?  XML?  Yuck!
