Log:
build: Fixup many minor merge issues.
* Remove unnecessary and incorrect rm -rf.
* Remove AR, ARFLAGS, RANLIB again.
* Remove _NO_CHECK variables again.
* Remove totally unnecessary touch call.
* Remove old line referring to static library.
