[CIG-CS] Updated p4est and README

Hello everybody,

I have updated the README file in p4est to be more complete and useful.
For those wondering what p4est actually is, let me cite:

"p4est is a C library to manage a collection (a forest) of multiple
connected adaptive quadtrees or octrees in parallel.
...
p4est isolates the task of parallel dynamic adaptive mesh refinement
(AMR), coarsening, and load balancing, and encapsulates algorithms that
scale well to large numbers (10^5) of processors."

p4est is most immediately useful to those who are using the latest
development version of the finite element library deal.II, since deal.II
now interfaces to p4est to parallelize its mesh handling.

The p4est software including basic documentation in the .h files, and
two detailed preprints relevant to p4est itself and the interfacing of
deal.II to p4est, respectively, are available at http://www.p4est.org/.

Discussion and feedback on p4est itself is encouraged on the
cig-cs at geodynamics.org mailing list, while deal.II-related issues should
be discussed on the deal.II mailing list.
