deal.II can use hypre/BoomerAMG along with the native PETSc vector and matrix 
classes, and ML along with the native Trilinos vector and matrix classes (i.e. 
the Epetra package).

That said, both PETSc and Trilinos are optional for deal.II, and the variable 
viscosity solver you have uses neither.
