[CIG-LONG] SNAC restart

Dear Lyudmyla,

It looks like your "restartTimestep" is being set correctly but it would 
be still helpful if you send me your test.xml.
Also, please let me know whether you built SNAC from a svn copy or from 
a tar ball?
