[CIG-LONG] new install

I think I have had this issue before - it related to petsc putting its
'arch' folder one layer deeper than expected, or something similar.

If you run:
ls -R > petsc-dir.log
within the petsc directory and send through the file, it may show the arch
dir is in an unexpected place.
