[CIG-MC] CitcomS 3.1.1 Manual Update

The CitcomS manual is updated and available to download at:

This update includes:

   1. Fixed an documentation error in the geoid output table, where the
      5th/6th columns was flipped with 7th/8th column.
   2. Added a note about backward incompatibility in v3.1 in Histroy
      section.
   3. Explained the convergence criterion of the Stokes solver in
      Cookbook 7.
