[CIG-MC] CitcomS 3.1.1 release

CIG is pleased to announce release of CitcomS 3.1.1. This is a bug-fix
release.

Two files in Cookbook 10 are missing in the 3.1.0 release and are added
in this release. Users who are interested in running Cookbook 10 should
upgrade to this release.
