[CIG-MC] Spatially dependent boundary conditions

Hello!

Is there a version of CitcomS that can use a spatially dependent boundary
condition? For instance, I am interested in implementing a basal heat flux
conditions that varies with latitude and longitude by spherical harmonic
degrees* m* and *l*.
