[CIG-MC] Question about Installation

Greetings CIG developers, I am very interested in using the Citcoms code, however, I am a windows user and at the moment I dont know how to do to installed it. I extracted the compressed .tar file , but when I openned the folder there is any executable file that I could use to install the software. Can you help me with this issue?
