[CIG-SEISMO] Additions to Mineos Manual

Good afternoon,

The following has been added to the Mineos manual:

1. New section no. 1.3 "Known Limitations" which contains caveats and  
known bugs about the code.

2. Information about reporting problems or issues was moved to new  
section no. 1.4 "Getting Help and Reporting Problems."

3. New section no. 2.3 "Download and Configure Mineos (Window using  
Cygwin)."
