[CIG-SEISMO] Element size specfem3d cartesian

Hi Moritz,

The rule we use is one element per shortest wavelength. Thus if you have 
a dominant frequency f0, often the maximum frequency is about 2.5 f0, 
then use one element per 2.5 f0.
