[CIG-SEISMO] SW4 modeling with water layer

I am wondering if it is possible to model seismic waves in water using SW4?  I would like to run a simulation where the top layer of my model is water, and deeper layers are sediments.  SW4 does not seem to accept an S-wave velocity of 0, so I'm not sure if this is possible.
