[CIG-SEISMO] specfem3d cartesian compilation problem

Hi LuoChao,

Thanks for your email! You can safely compile the version of SCOTCH that 
is distributed with the code, there is a flag in "./compile --help" to 
turn the pre-installed one off.

Also maybe change CC=g++ to CC=gcc
