[CIG-SHORT] spatialdata problem

Yes, there was a small bug in configure.ac. When I setup the flags for using 
the SCEC CVM-H I forgot to test the case where both testing and the SCEC 
CVM-H were not enabled (I also have testing turned on). I pushed the fix. You 
will need to do a "svn update" and "autoreconf -if".
