CUBIT has a number of ways to smooth the coordinates of vertices in order to 
improve the cell quality with a tet mesh. In some rather simple experiments I 
did, I found that smoothing based on the condition number worked quite well. 
Slowly decrease the condition number because it can take a very long time if 
you are overzealous.

If you find a procedure that gives good results, please share it so the rest 
of us can all benefit from your experience.
