[CIG-SHORT] PyLith: no error or warning for unstable time step chosen by user

PyLith users:

PyLith currently does not check to make sure that the time step you 
specify is stable when using TimeStepUniform or TimeStepUser as the time 
stepping specification. If you select a time step that is unstable, the 
solution will blow up! For quasi-static modeling we will add a check to 
make sure that your time step is stable. In the meantime, if your 
solution blows up double-check to make sure you have selected a stable 
time step.
