[CIG-SHORT] major changes to PyLith development version

PyLith users (who use the development version)-

I just made major changes to the PyLith development version by merging in 
changes from a branch. These changes replace the use of Pyrex/Pyrexembed with 
SWIG. This also completes some major cleanup of the code that requires some 
changes to PyLith parameter files. See README file in the top-level source 
tree directory for more information on migrating parameters from v1.3. The 
parameters for all examples in the development version (but not yet the 
benchmarks) have been updated appropriately.
