[CIG-SHORT] changes to PyLith stable and development branches

PyLith users:

The required FIAT version is now 0.9.9 when using the stable branch or 
the development trunk from the SVN repository. This is a result of 
requesting the FIAT developers to add a version tag to their code so 
that we can verify that a compatible version is available when PyLith is 
configured.
