Some tests need to run executables in order to figure things out, like type
sizes. The executables do not run here:

  Executing: /tmp/petsc-56Lcbi/config.types/conftest
  ERROR while running executable: Could not execute
"/tmp/petsc-56Lcbi/config.types/conftest":

Its possible that your /tmp filesystem does not allow execution. You can
test run by setting the temp
directory to your home

  export TMPDIR=$HOME

and trying again.
