Is there a reason why you need petsc instead of trilinos?
I was successful with trilinos.
./candi.sh --prefix=/Users/max/sw/dealii-toolchain -j 4 --packages="p4est
hdf5 trilinos dealii"
mpicc -v
Using built-in specs.
COLLECT_GCC=/sw/bin/gcc-7
COLLECT_LTO_WRAPPER=/sw/lib/gcc7/libexec/gcc/x86_64-apple-darwin17.0.0/7.2.0/lto-wrapper
Target: x86_64-apple-darwin17.0.0
Configured with: ../gcc-7.2.0/configure --prefix=/sw --prefix=/sw/lib/gcc7

--enable-languages=c,c++,fortran,lto,objc,obj-c++ --with-gmp=/sw
