that is not true, because it is trying to install to /usr/local:

>  file INSTALL cannot set permissions on
>  "/usr/local/share/deal.II/scripts/normalize.pl"

Take a look at the detailed.log in the deal.II build directory. It
should spell out the CMAKE_INSTALL_PREFIX at the top of the file.
