Yes, SNAC's BC functions work in the same way with Gale.
However, they are not centrally managed as in Gale: instead, each plugin 
has its own condition functions.

One example can be found in Snac/tests/snac-maxwell.xml.
A time-dependent vx component is defined by a condition function called 
"variableBC".
The corresponding BC function is defined in
Snac/plugins/maxwell/ConstructExtensions.c: void 
_SnacVelocity_VariableCondition().
