[CIG-MC] Hi, something inconsistnt occured between Appendix and cookbook example

****Hi！
    When reading User's Manual of CitcomS（Version 3.1.1）,I found the
'reference_state' parameter in Appendix A.1.1 inconsistent with it in
cookbook8(the last three lines in page 78).In fact,it was totally
inverted.
