[CIG-MC] velocity BCs

hi all,

we have python scripts to convert between gplates velocity output and citcoms 
bvel input here:

http://web.gps.caltech.edu/~mturner/gplates/utils/convert_meshes_gpml_to_citcoms.py

copy that script, and run with no arguments to see the usage.
