[CIG-MC] CitcomS installation problem with ggrd

ggrd_handling.h is in the repository, but it appears it was left out of the latest release.  I just updated the release (3.3.1) to include it:

Oddly, this file appears to never have been included in CitcomS releases, but it will be in the future.
