[CIG-SEISMO] Autoconf Fortran macros

Hi all,

Would it be possible for someone to commit the attached change? I have
access to CIG/seismo/ where SPECFEM is, but not to CIG/cs/autoconf where
the cit_fortran.m4 file resides.

The macros in this patch are from autoconf 2.69, but that is the latest
release and it seems highly unlikely that it would be available to many
people. I am trying to make the build a little better/efficient, and
the macros in the patch will be useful for that.
