[CIG-SEISMO] SPECFEM3D missing xdecompose_mesh_SCOTCH

Hi,

In principle if you type this from the home directory:

./configure
make clean
make all

it should be created (in "bin/"); if not, try to see if you get error 
messages from the compiler, and if so please let us know and we will fix 
them.
