[CIG-SEISMO] The problem of installing Mineos (1.0.2 release)

Dear Sir or Madam,
I am very glad to write to you! Recently, I have some trouble installing Mineos. I have installed Fortran and C compliers on my  Windows XP computer. When running the command "configure ",the command can't be found. So installation is always failed. I have read the user manual of mineos,but I still don't how to do. I will appreciate it if you could  give me more introduction of installation in detail.
