[CIG-SHORT] new URL for CIG short-term tectonics working group

Hi all:

For consistency, Sue Kientz (the CIG webmaster) changed the URL of the  work 
area for the short-term tectonics group. If you have bookmarked things in the 
working group area on the CIG website, they might not work any longer. 
Everything is still there, but you will need to navigate your way through the 
folders and update your bookmarks.
