[CIG-SHORT] PyLith faults

Peter-

In the current release of PyLith (version 1.3.1), it is possible to apply 
constant tractions to interior surfaces, such as faults, but the current 
version does not support a fault constitutive model (friction on interior 
interfaces). This is a high priority feature that is scheduled to be included 
in version 1.5 that has a target release date of Fall 2009.
