[CIG-SHORT] Update in SCEC CVM-H model and corresponding issues

Nina-

There are several issues related to updating PyLith to be able to use 
the latest SCEC CVM-H version. Releases since 5.3 added more data files 
and greatly increased the size of the data files to provide a higher 
resolution, which makes using these versions very memory intensive. As a 
result, using them with PyLith one would often run out of memory. The 
necessary solution is to load only a subset of the model into memory at 
a time. The best solution is to convert the data files to a more 
efficient storage system which we have used in other seismic velocity 
models. This is nontrivial but SCEC has been working on some general 
tools, so we hope to provide access to the latest SCEC CVM-H model in 
the near future. In the meantime, as Charles mentioned, please use 
version 5.2 or 5.3.
