Bob-

Yes. You can apply surface tractions that are time dependent, allowing 
you to remove the surface load. See the Boundary Conditions section of 
the PyLith manual for the expression of the time dependence. You will 
need to use several spatial databases plus a time database to generate 
the initial load and remove it.
