[CIG-SHORT] bug in quasi-static implementation of friction when running PyLith v1.6.3 (and v1.7.0) in parallel

PyLith users,

Running some additional tests on PyLith version 1.7.0 associated with 
quasi-static simulations of friction in parallel exposed a couple of 
bugs that were also present in the version 1.6 series (including 
v1.6.3). These prevented the nonlinear solve from converging and 
erroneously generated fault-opening in a some cases. We have fixed these 
bugs and are finalizing things for a public release of PyLith version 
1.7.1 next week in time for the 2012 Crustal Deformation Modeling workshop.
