[CIG-SHORT] plastic strain

Amplifying what Charles said:

The strains on the boundary will be zero if there is zero displacement 
on the boundary, but the strains inside the cells may be nonzero. The 
strains in the output come from the integration points, and 
CellFilterAvg gives the average over the integration points in the cell.
