[CIG-SHORT] pylith 2.1.0 install error

Birendra,

For every invocation of the mpicc compiler wrapper the config_hdf.log shows:

pgcc-Error-Please run makelocalrc to complete your installation

It looks like your Portland group compiler install is not complete or 
MPI is not installed correctly.
