Are you sure that you are really using 1.6.1?  I just got the binary
from the website and ran your input file with the command

  ./Gale-1_6_1 Gale_1_6_1_Tests_StressBC_new.xml --elementResI=100 --elementResJ=20

and it did not have any problems like that.
