[CIG-MC] Trouble configuring CitcomS3.0.3 - Python Dependencies

I am a graduate student at the University of Maryland and I am running into
troubles downloading Python Dependencies as I try to configure CitcomS.  I
have enclosed the config.log file.  Please let me know if you have an idea
as to what may be the problem.  I'm not sure this is a problem with the
CC/CCX environment, as a previous message suggested.  Thank you for your
time.
