[CIG-SEISMO] NDOUBLINGS=2 in meshfem3D

Dear Hu Yuan-xin,

Thanks for your bug report. When there were two doubling layers, meshfem3D
always considered NZ_DOUGLING_1 > NZ_DOUGLING_2. Now the order doesn't
matter, I just fixed it, so can run 'svn update' (or simply swap the
values I mentioned).
