[CIG-SHORT] Problem configuring pylith

Hi Oliver,

In addition to the tetgen.h in externalpackages, you should also have  
one in ${PETSC_DIR}/${PETSC_ARCH}/include.  If you don't, it wasn't  
built correctly by PETSc.
