[CIG-SHORT] PyLith windows binary error

Yang,

I was able to run the cygwin binary
http://www.geodynamics.org/~buildbot/shipping/r20330-b0127-pylith-1.7.0-win-i686.exe
on a Windows 7 Enterprise 64-bit machine.

Please uninstall PyLith and reinstall using the above binary (just to 
make sure we are using the same one) and try running PyLith as described 
below.
