The problem is fixed after running running swig in spatialdata-1.9.5/modulesrc/spatialdb and then make and make install in spatialdata-build.
Brad had suggested this fix few years ago and I had it in my log file.

 I see that the SWIG version in
 the py and _wrap.cxx files is 1.3.40, which is also the
 version I get when I type swig -version on command prompt.
 Is version 1 not good enough?
